Instagram and Facebook Ads in Türkiye: How to Reach Local Customers

You opened a business in Türkiye and want people nearby to find it: locals, other foreigners in your city, or both.

Instagram and Facebook ads can reach exactly those people if the setup is right. This guide is for foreign business owners who want to run Instagram ads in Türkiye without guessing.

Both platforms run on Meta’s ad system, so one campaign can show on either or both. If you’re still deciding whether ads are the right channel, start with how to market your business in Türkiye when you don’t speak Turkish.

How do you set up an ad account for your business?

Set everything up in your own name: your Meta Business Suite, your ad account and your own card.

  1. Switch your Instagram account to a professional account if it isn’t one already.
  2. Create a Facebook Page for the business if you don’t have one.
  3. In Meta Business Suite, connect the Page and the Instagram account to your business.
  4. Create an ad account and check the currency and time zone before you confirm.
  5. Add your own card as the payment method.

Set the time zone to Türkiye so budgets and reports follow your local day. If you change agencies or stop advertising, the campaign history stays with you.

How an agency gets access

You don’t hand over the ad account. In your business settings, you add the agency as a partner and choose what it can work on, such as the ad account.

No password is needed. Partner access is enough for ad management, and for social media management too, and you can remove it from your own settings at any time.

The agency never handles your ad money. Meta charges the spend to the card on your ad account, and you see the full spend in your own dashboard.

What about tax on ad spend?

It depends on your setup: how your business is registered, which details are on the ad account and how your books are kept. Ask your accountant (mali müşavir) before you create the ad account, so the currency, business details and card match your situation.

Which campaign goal should you choose?

Choose the goal that matches what a new customer does first. Meta looks for the people most likely to take the action you choose, so this decides who sees your ad as much as targeting does.

Meta asks for an objective and then, inside it, where the result should happen. Menu names change from time to time, so at the end of setup, check what the ad set is actually optimizing for.

Messages. The natural choice for most service businesses: clinics, salons, language schools, relocation and real estate offices. The ad opens a chat and the customer asks their question.

Calls. For businesses that book by phone. Someone has to pick up during working hours, in the language of the ad.

Website visits. Only if your website does real work, such as bookings or online orders. If you want Meta to optimize for bookings or purchases, measurement on the site has to work first.

Awareness. For a café, restaurant or shop that needs to be seen regularly by people nearby. You can’t count customers directly, so ask new customers how they found you.

One setup I don’t recommend for a local business is optimizing for likes and comments. It brings engagement, not customers.

How do you target people near your business?

Draw the area your customers will actually travel from. For a local business, location is the most important setting in the campaign.

If customers come to you, use a radius around your address or pick nearby districts. A café needs a smaller area than a clinic or school people choose carefully and travel to.

If you go to customers, select only the districts you can serve.

If your neighborhood doesn’t appear in the location search, drop a pin on your address and set a radius. On the coast, part of the circle may be sea.

Also read who the location setting includes. It can cover people who were recently in the area, not only residents, and these options have changed over the years. In a tourist town, decide whether you want residents, visitors or both.

Once the campaign runs, break the report down by region to confirm the money goes where you intended.

Should your ads be in Turkish or English?

Turkish for locals, English or the customer’s own language for foreigners, and separate ads when you want both. The wider question of your brand’s language is covered in Turkish or English? Choosing a language for your brand in Türkiye; here I focus on ads.

What language targeting does

In principle, language targeting narrows your audience to people who use Facebook and Instagram in the languages you pick. It’s useful for reaching foreigners in your city.

To reach locals, you don’t need it. Location already does the work, and a language filter would only shrink the audience.

Keep its limits in mind. The language someone uses on the apps isn’t their nationality: some locals use English, and some foreigners use Turkish or their own language. If your foreign customers speak a language other than English, choose that one instead of English or next to it.

Some audience settings work as suggestions rather than hard limits, and this has changed over time. After setup, check how your language choice is applied.

Write each ad in one language

Two languages squeezed into one visual are hard to read on a phone, and neither audience feels spoken to.

For Turkish ads, have a native speaker write the copy or at least read it. Copy that reads like a translation makes a business look less local.

For English ads, say early what makes you easy for a foreigner: you speak English, how to book, where you are. Real photos and videos of your place and people work in any language.

Separate ad sets or separate ads?

Separate ad sets per language. One for locals with location only and Turkish ads, one for foreigners with location plus language targeting and English ads. You decide each audience’s budget and see its cost separately. The trade-off: the budget is split, so each ad set learns more slowly.

One ad set with an ad in each language. Simpler, and the budget stays together. But Meta decides who sees which ad, so a local may see the English version.

When both audiences matter and the budget can carry two ad sets, I prefer separate ad sets. When the budget is tight, I start with the audience that matters most and add the second later.

Message ads: have a reply plan before you launch

A message ad is only as good as the reply. If someone writes and waits hours, you paid for a customer you then lost.

Message ads open a chat in Instagram Direct, Messenger or WhatsApp. For WhatsApp, connect your business’s WhatsApp number to your Page first. Before the ad goes live, decide:

  • Which inbox the messages go to, and who checks it.
  • Who answers in Turkish, if you run Turkish ads.
  • How quickly you reply during working hours, and what happens outside them.
  • Short answers to repeat questions: price, location, hours, booking, whether you speak English.
  • The next step you want: a booking, a call or a visit.

You can add a greeting and a few suggested questions to a message ad, and Meta Business Suite has automatic replies such as an away message. They help, but they don’t replace a person.

Note each week how many messages came from ads and how many became customers. Meta counts messages; it can’t see which ones turned into sales.

If you plan to send promotional messages later to people who wrote to you, check the current consent rules with a lawyer first.

How much should you spend, and how long should you wait?

There’s no universal right budget. Build it from variables, then let your own data correct it.

Total budget = daily budget per ad set × number of ad sets × days

That’s why spreading a small budget across many ad sets backfires: each one gets too little to learn from.

Your cost per result can’t be known in advance. It depends on your city, sector, season, audience size and creative. After a few weeks, calculate the number that matters:

Cost per customer = ad spend ÷ customers who came from the ads

Say a new customer leaves you a certain profit over the months they keep coming back. If your cost per customer stays below that, the ads are paying for themselves.

Some people who saw your ad will search for you later, so keep your Google Business Profile in Türkiye ready for people who look you up on Google Maps.

What to expect in the first weeks

  • The first numbers appear within days; the first meaningful data comes within two to three weeks.
  • Review once a week: cost per result, messages that became customers, how often the same people see the ad, tired creatives.
  • Don’t change everything every day. Significant changes to budget, audience or creative can restart the learning phase.
  • Add fresh creative regularly, because a local audience sees the same ad again and again.

Why was your ad rejected?

Meta reviews ads before they run. If an ad breaks an advertising policy, it’s rejected and Ads Manager shows the reason. In general terms, common causes are:

  • The product or service is restricted or not allowed in ads.
  • The ad promises too much, especially about health, weight or money.
  • The copy tells viewers something personal about themselves, such as their health, religion or financial situation.
  • The link doesn’t work or doesn’t match the ad.

When writing for foreigners, describe your business rather than the viewer. “English-speaking dental clinic in Antalya” is safer than a line telling the viewer who they are.

Fix the ad and submit it again, or request another review if you think the decision is wrong. Don’t keep duplicating a rejected ad: repeated rejections can restrict the account.

If you advertise property, jobs or financial services, Meta may require a special ad category, which limits some targeting options. Some sectors, such as health services, also have their own advertising rules in Türkiye, so check the current rules with a lawyer.

Common mistakes with Instagram ads in Türkiye

Relying only on the boost button. Boosting a post from the app is quick, but it gives you less control over goal, audience and measurement than Ads Manager.

Making the audience too narrow. A small radius plus language plus a tight age range plus interests can leave too few people to learn from, and the cost rises. Keep the limits that really matter and loosen the rest.

Changing things too often. Pick a review day each week and save your changes for it.

No one answering messages. The ad did its job and the chat went quiet. Fix the reply plan before you spend more.

Sending people to a weak profile. People may look at your profile before writing. If the last post is months old or the bio doesn’t say what you do and where, you lose them. The basics are in Instagram marketing in Türkiye: a practical guide for foreign business owners.

Should you run ads yourself or hire help?

It depends on your time, your language and how many moving parts the campaign has.

Doing it yourself makes sense with one location, one audience and one clear goal, time every week to review, and someone ready to answer messages.

Getting help makes sense when you want locals and foreigners at once, need Turkish copy you can’t write, have no time for weekly reviews, or tried ads before without clear results.

Either way, the ad account and card should be yours, access should go through partner access, and the report should show cost per result, not just clicks. More questions to ask are in hiring a marketing agency in Türkiye as a foreigner.

This is the work our ad management service covers. All four of our monthly packages include Meta ad management together with social media management. The ad budget isn’t included; it stays on your own card, in your own account.

We work in English with clients who don’t speak Turkish, by phone, WhatsApp and email, with no long-term commitment.

Frequently asked questions

Do I need a Turkish company to advertise on Instagram?

That’s a question for your accountant (mali müşavir), and for permits, a lawyer. The answer depends on how your business is set up in Türkiye. On Meta’s side, what matters is that the Page, the Instagram account, the ad account and the card all belong to your business and stay in your name.

Can I show my ads only to English speakers in my city?

You can get close by combining location with language targeting. Keep in mind that language targeting follows the language people use on Facebook and Instagram, not their nationality, so some locals will be included and some foreigners left out. After setup, check whether your language choice is applied as a limit.

Should I advertise on Instagram or on Facebook?

You don’t have to choose at the start. One campaign can run on both, and Meta can place the ad where it gets results. After a few weeks, break the report down by platform and see where your messages and customers actually come from.

Does an agency need my Instagram password to run ads?

No. You add the agency as a partner in Meta Business Suite and give it access to the ad account. If the same agency also manages your social media, the same partner access covers your Instagram account and Facebook page. We don't ask for passwords.

I don’t speak Turkish. What if customers message me in Turkish?

Plan for it, even if your ads are in English. Decide who handles Turkish messages, or prepare short answers checked by a native speaker. If no one can reply in Turkish yet, start with ads aimed at foreigners and add a Turkish campaign once that is covered.

How much should I budget for my first month?

There is no honest single number. Pick a daily budget you can keep running without a break for at least two to three weeks, then multiply it by the number of days and the number of ad sets. Your own cost per customer after those weeks tells you whether to raise or lower it.
